Rapid Results Initiative: Modernising  and securing   documentary heritage at MINFOPRA

This year we want to resolve the problem of preserving our archives. As you certainly know in most of our administrations, archives are poorly preserved. However, these are extremely important documents. It is the memory of a country, it is the memory of an administration. This is why it is good that we preserve these documents very well because they have an important historical value explained Joseph Le, Minister of Public Service and Administrative Reform yesterday, at the  launching ceremony of the 15th series of the Rapid Results Initiative.The meeting that brought together officials from the National Anti-Corruption Commission, the Ministry of Arts and Culture and the Anti- Corruption Commission at MINFOPRA was themed  Improving the management of documentary resources at MINFOPRA

Today, the documentation office is saturated, with about 1,800,000 career management documents signed from 1966 to 2023. The lack of storage spaces, the saturation of shelves for the conservation of completed acts as of the year 2023 are some major challenges. This situation jeopardizes the long-term preservation and security of these documents, as well as the speed of documentary research, with a direct impact on the authentication of career management document. MINFOPRA also has amongst other  missions, the classification and conservation of completed career records of agents public, with a view to optimal satisfaction of users' requests for information.

The National Anti-Corruption Commission (CONAC) has launched the Rapid Results Initiative  in collaboration with government departments, inorder to significantly improve upon the performance of the various administrations and to certify the regularity of management in terms of monitoring procedures. This is a great contribution from CONAC,  to whom we say thank you because these Rapid Results Initiative permits us each year to solve what appears to be a bottleneck in the context of carrying out our missions Said Joseph LE.

Specifically, it will be:

➖ To set up office (117), for the transfer of career acts signed from 2023;

 ➖ To optimise the security of premises for storing completed career documents;

➖ To improve ergonomic working conditions;

➖ To acquire equipment for packaging procedures;

➖ To acquire storage furniture;

➖ To reorganize the documentation office (714);

➖ To reorganize the classification of career acts at the documentation office (714) from 1966 to 2022;

➖ To classify career records at 117 from 2023 to the present;

➖ To digitize career records;

➖ To acquire personal protective equipment;

➖ To transfer the scientific documentation to SCALOM,

➖To significantly reduce cases of corruption.

The Rapid Results Initiative, will be carried out at the Sub- department in charge of the Central Card and Documentation of MINFOPRA, and it will last for the next 100 days, from the date of launch Wednesday July 3 2024 uptill Thursday November 21, 2024.

MINFOPRA also has as prospects, the construction of an archives house  and the setting up of a new software for the logical management of human resources and the payroll. With these innovations, there will be an electronic management of data and a good securization of the physical documents, such that, even State agents  integrated into the public service in the 60s, 80s can have access to their documents.

NECROLOGIE: Ultime hommage du MINFOPRA à Monsieur Abdoulaye Hassoumi, Délégué Régional de l’EST, décédé le 25 Mai 2024 des suites d'une courte maladie.

Arrivée aux environs de midi ce 1er juin 2024 à Walde Gori, village natal du du regretté Abdoulaye HASSOUMI, situé à 3 Km de Mandjou à l'entrée Nord de la ville de Bertoua, le Ministre Joseph LE était accompagné d'une forte délégation tous venu rendre un hommage spécial au défunt.

La délégation du Ministre Joseph LE est d'abord allée se recueillir sur la tombe , décédé le 25 mai 2024, des suites d'une courte maladie. Ce jour, à l'esplanade de la chefferie, lieu de la cérémonie, près d'un millier de personnes qui ont connues de près ou de loin le défunt ont effectué le déplacement pour lui rendre un vibrant hommage.

Entre émotions, témoignages, évocation des souvenirs et consternation, il n'était pas du tout aisé de prendre la parole pour parler de M. Abdoulaye HASSOUMI au passé.  « Ce fatidique jour du samedi 25 mai 2024 qu’Abdoulaye HASSOUMI, mon frère cadet a tiré sa révérence, il a pris part à la cérémonie d'installation du comité exécutif départemental de l’association MBOSCUDA. Nous étions assis ensembles comme grand-frère et petit-frère. Nous nous sommes quittés autour de 18 heures et 30 minutes. Il est parti pour la prière de 19 heures 30minutes qu’il a lui-même dirigée en présence du grand Imam. Quelques minutes après, il a eu un malaise (une crise d’asthme) qui a finalement eu raison de lui », a indiqué les yeux pleins de larmes Abdoulaye YOUNOUSSA, porte-parole de la famille.  
Perte énorme et incommensurable.

Nommé en 2022 au poste de Délégué Régional de la Fonction Publique et de la Réforme Administrative de l’Est, feu Abdoulaye HASSOUMI était également Conseiller Régional de l’Est et l’une des chevilles ouvrières de l’Association pour le développement social et culturel du peuple Mbororo (MBOSCUDA). « C’est une douloureuse émotion qui nous a envahi lorsque nous avons appris ce décès qui a durement touché notre communauté. C'est quelqu'un qui était très aimé non seulement parce qu’il était humble et fervent servant de la république, mais aussi parce qu’il consacrait son temps pour le développement de sa communauté a reconnu le Président National du MBOSCUDA ».

Pour le Ministre Joseph LE qui l'a adopté la disparition de ce collaborateur et surtout de son fils Abdoulaye HASSOUMI est une perte énorme et incommensurable. « Mais je tiens à vous rassurer, vous les frères et sœurs, mes enfants de la grande communauté Mbororo de Mandjou et de la région de l’Est que son départ ne constitue et ne constituera jamais un motif de rupture de cordon ombilical qui nous lie désormais »,  a-t-il rassuré avant de conclure que  moi fils d’Abong-Mbang dans le département du Haut-Nyong, je suis aussi et je serai toujours fils de Mandjou dans le Lom et Njerem ensemble nous devons prier Allah pour qu’il nous donne rapidement un autre fils Mbororo comme Abdoulaye HASSOUMI.

7th session of the  new SIGIPES server joint interministerial meeting:evaluation and orientations

13 modules have been totally developed and are undergoing testing. The 7th session of the joint Interministerial committee meeting sets  the tone for the next stages.

  From the 6th session of the joint Interministerial comitee meeting that took place in March 2023,  the modules developed in the new SIGIPES server  have moved from  8 to 13. This progress is the fruit of  the strong implication of the project team of  all administrations. These efforts have led to the evolution of the prototype of the new server which will be launched in the Cameroonian environment in the nearest future.
 In a meeting that took place today at the Bouma hall of Hilton hotel, members of the joint ministerial committee in charge of assisting the service provider, monitoring and supervising the implementation of a new SIGIPES server evaluated the progress of the works done already within the new server. Amongst others, the meeting was attended by members of government, technical Directors of all ministerial departments and technicians of the service providers in charge of the project, SIMAC and AFREETECH.  In his speech for the occasion, the president of the committee, Minister Joseph LE said the new system will take into consideration the specificities of all administrations and none will be left behind.we are here today to evaluate the work done so far after the 6th session and to plan the way forward.

At present, all the 8 modules of the base unit have undergone blank testing by all administrations and the exercise now continues  for the 5 modules that were not yet developed in 2023.
It is expected that parallel treatment of documents will begin this week to compare the effectiveness of using the new system vis a vis the old server ( antilope and SIGIPES 1).
The 14th  module which is that of biometry is currently undergoing development and in the following weeks, it will also be fully developed and tested.

The meeting ended on a high note with  a  new name  (AIGLES)   given to the server to demarcate it from the former SIGIPES  and project it's uniqueness and innovations.

138ème édition de La Fête Internationale du travail: Le MINFOPRA récompense ses travailleurs démarqués

De nombreuses activités ont été organisées pour célébrer la 138ème édition de la Fête Internationale du Travail au Ministère de la Fonction Publique et de la Réforme Administrative. La particularité de cette année ressort de l’exhibition des mets de chaque région du Cameroun et la reconnaissance des meilleurs agents du MINFOPRA.    

Une prime de 500.000FCFA a été octroyée à Monsieur NANA NGAMI Trésor, Chef de la cellule de la Planification à la division de la Réglementations, la Prospective et du Contrôle des Effectifs de l’Etat, élu meilleur agent du MINFOPRA pour l’année 2024. Cet exercice, commencé en 2023, prend progressivement corps dans les activités liées à la célébration de la Fête Internationale du Travail au MINFOPRA. Placée sous le thème : « Dialogue social constructif : Facteur de promotion du travail décent et de progrès social. » et sous la coordination du Secrétaire Général du Ministère de la Fonction Publique et de la Réforme Administrative, Monsieur MAINA Anatole, de nombreuses activités ont agrémenté la semaine de la Fête du Travail au MINFOPRA du 25 avril au 1^er Mai 2024.
