MINFOPRA hands over piloting instruments to MINSANTE

 In a ceremony that took place today at the " Centre de Coordination des Opérations d'Urgences de Santé Publique (CCOUPS)", the Inspector General of the Ministry of Public Service and Administrative Reform( MINFOPRA), Mme TABOD Jacqueline, representative of the Minister of the Public Service and Administrative Reform officially handed over piloting instruments to the Inspector General of the Minister of Health, Mr BAKAR OUMATE, representative of the Minister of Health.

The ceremony which brought together officials of the Ministry of Public Health and the Ministry of Public Service and Administrative Reform respectively, was marked by the speeches of the representatives of the two Ministers( MANAOUDA Malachie and Joseph LE) and the symbolic handover of the manual of procedures of human resource management and the user's guide for compiling human resources working documents of the Ministry of Health.

According  to the representative of the Minister of Health, these piloting instruments elaborated with technical support of MINFOPRA will contribute to  improving the work performance of staff of the Ministry of Health and the quality of services rendered to users. He appreciated the work done by Minister LE and his team towards the rationalization and improvement of governance in the health sector.
In her speech for the occasion, the representative of the Minister of Pubic Service and Administrative Reform, appreciated the Minister of Health and his team for a fruitful collaboration towards the realization of the instruments which will henceforth serve in the best interest of the staff and users of the Ministry of Health, hence expand government's vision in the management of human resources in the health domain. She detailed out the content of the two instruments elaborated in 3 sections each, making precision on the various parts and chapters which contain a complete list of career instruments to guide health administrators and users.

The speeches were concluded by a symbolic handover of the instruments to the Inspector General of the Ministry of Health as well as officials of the two Ministries.
It is hoped that the use of these instruments will indeed contribute to the simplification and dematerialization of administrative procedures and facilitate access to public services for users of the Ministry of Health. As always, the User is King.

In a two-day ceremony that took place at the Jacques Menier amphitheater  of the National School of Administration and Magistracy( ENAM), from  the 25th to 26^th  January 2024, Minister Joseph LE was duly honored by personnel of the central and devolved services of the Ministry of  Public Service  and Administrative Reform (MINFOPRA) as well as institutions under the tutelage of his ministry.  

Two years after the implementation of the new procedure for the treatment of teacher’s absorption files, staff of the Ministry of Public Service and Administrative Reform gathered at the  Jacques Menier amphitheatre to consider the commendable results that this has produced and to reflect on its extension to other professional corps. In his opening address at the annual conference  which saw the participation of the Minister delegate at the Ministry of Justice, Mr Jean de Dieu MOMO, Minister LE  made a precision that “the celerity of the new procedure which considers the treatment of teacher’s files in just 3months i.e 47days instead of 2 years is the reason why we gathered to push reflections on how to extend this to other professional corps and history  will note that this development brought our administration to another level”.

Amongst others, discussions centred on a number of exposés that brought to light the 0realization of the SIGIPES software and  on the other professional corps concerned and the strategy of aligning them to the reform. In what concerns the ceremony for new year wishes, Minister Joseph LE in his speech  for the occasion, informed his staff  that for the year 2024, efforts will be made to improve working conditions of his personnel.   While quoting the Head of State’s new year speech which called for the imperative fight against corruption, he warned against corrupt practices and the sale of services which have become rampart in MINFOPRA.  He ended by saying,  State agents should be guided by probity in the dispensation of their work and  every character manifested against the freedom of public services will be banished from MINFOPRA . Two main priority project areas for 2024 will be the effective implementation of a more sophisticated computerized and Payroll software, SIGIPES 2 and the digital platform for the authentication of diplomas of state employees.

For the high points of the ceremony, in an atmosphere of conviviality and in the presence of the Secretary of State in the Ministry of Public Works, Mr Armand NDJODOM, gifts were handed over to staff who were due retirement, labour medals   were awarded to staff earmarked from different departments and Minister LE received new year wishes from all staff of his Ministry from one department to another. As expected  of such ceremonies, the day ended in and atmosphere of much feasting.

Préparation du budget 2024 : le MINFOPRA capacite sa chaîne de responsabilités.

 

Les différents acteurs de la chaîne Planification-Programmation-Budgétisation-Suivi-Evaluation (PPBS) du MINFOPRA ont été imprégnés sur la production des extrants du processus de préparation du budget ce jeudi 04 avril 2024 dans la salle des conférences du club MINFOPRA, avec la collaboration des experts du MINEPAT.

Le Ministre de la Fonction Publique et de la Réforme Administrative a personnellement présidé les travaux qui se sont déroulés sous le thème :"Production des extrants du processus de préparation du budget". C'était au cours d'une session de renforcement des capacités qui vise à accompagner les maillons de la chaîne PPBS à la production de certains extrants liés au budget, à la poursuite de l'appropriation de la SND30, des normes de présentation et de maturation des projets en vue d'une meilleure budgétisation et évaluation des activités de ce département ministériel.
Dans son propos d'ouverture, le Ministre Le a exhorté les participants à une  assiduité pendant les travaux, pour que désormais l'extrant final qu'il aura à défendre devant le parlement reflète l'ambition globale du MINFOPRA.

Deux pannels constitués respectivement de trois et deux exposés ont meublé les travaux :
Le premier, modéré par le Secrétaire Permanent à la Réforme Administrative, a été animé par trois experts de la préparation du budget au MINFOPRA, lesquels : le Chef de Division de la Réglementation de la Prospective et du Controle des Effectifs, M. Dikoume Batindi Hervé Brice sur le thème "la planification des interventions sous-sectorielles et la programmation à moyen terme des dépenses".
Le Directeur des Affaires Générales comme deuxième expert a édifié  les responsables de la chaîne de responsabilités sur "la budgétisation des dépenses à l'ère du plan d'engagement : orientations et innovations de l'exercice 2024".    
Le Délégué Régional du MINFOPRA pour le Centre, par ailleurs ancien Chef de la Cellule de Suivi, M.Tchouand Mpa John Tomy, comme  troisième expert, a axé sa leçon sur "le suivi évaluation de la mise en œuvre des programmes : gage de la performance au MINFOPRA".  

Le deuxième pannel modéré par Madame l' Inspecteur Général Jacqueline Mah Tabot épouse Mejang,  animé par deux spécialistes du MINEPAT, Monsieur Nguetse Tegoum Pierre, Chef de Cellule  et Mme Mvondo, représentant Monsieur Nzongang Patric, Chef de Division, ont tour à tour exposé sur le ''suivi de la mise en œuvre de la Stratégie Nationale de Développement 2020-2030 (SND30): formats et mécanismes de suivi évaluation"; puis "la maturation des projets d'investissement : processus et approche méliorative".  

Au final, les recommandations formulées à l'endroit de certains services, et une exhortation forte sont adressées aux responsables de la chaîne de responsabilités PPBS, de la part de Monsieur le Secrétaire Général du MINFOPRA, représentant Monsieur le ministre LE à la clôture du séminaire. Entre autres, que les leçons aprises ce jour ne restent pas théoriques, mais qu'elles soient immédiatement appliquées en vue de l'amélioration de la qualité des extrants de la préparation du budget du MINFOPRA.

Nouveau SIGIPES II: Derniers réglages

Après l’installation de l’application dans un environnement propre au Cameroun ainsi que la disponibilité et l’accessibilité du nouveau progiciel dans l’ensemble du système Informatique de gestion intégrée du personnel de l’Etat et de la solde, la phase du parachèvement de l’application a débuté le mercredi 20 septembre 2023 avec la formation des premiers utilisateurs du système.

Le Nouveau SIGIPES II doit entrer en production dans les prochains jours. Pour l’instant, l’heure est aux divers tests et opérations de vérification des fonctionnalités et du fonctionnement optimal du système. Pour cela, il est de bon ton que les futurs utilisateurs du nouveau progiciel en soient imprégnés et capacités.

C’est tout là l’objectif du séminaire organisé à leur intention depuis le mercredi 20 septembre 2023 au siège de la Division de la Coordination Nationale du SIGIPES.

Au cours des dix (10) jours de formation, les premiers utilisateurs du nouveau SIGIPES II seront formés à l’utilisation du système.« Le but est que les utilisateurs camerounais s’approprient efficacement le système. Ils doivent à la fin de cette formation maitriser la manipulation de différentes fonctionnalités  SIGIPES II au point de générer les actes de carrière. Les volets solde, discipline, retraite seront également abordés », explique Hichem MEZGHANI de SIMAC, l’entreprise tunisienne en charge de la conception et la réalisation du nouveau progiciel et chargée d’assurer le transfert de compétences aux utilisateurs pendant cette formation. « Les apprenants vont manipuler l’application à partir de leurs postes sur la base des exemples. L’équipe de formation va préparer les cas de test », poursuit-il.

Les séminaristes sont entre autres des personnels du Ministère de la Fonction Publique et de la Réforme Administrative (MINFOPRA), du Ministère des Finances (MINFI), de l’équipe des recettes, de l’Assistance à la maitrise de l’ouvrage (l’entreprise camerounaise AFREETECH) et des « hommes métiers GHR ». Ils sont suivis par d’autres responsables de leurs administrations et services par visioconférence et ces autres types d’apprenants peuvent également éprouver l’application sur leurs ordinateurs à partir d’une clé d’accès.

Entrée en service imminente…
La formation en cours s’inscrit en droite ligne de la dynamique de modernisation et d’innovation promue par le Chef de l’Etat, S. E. PauL BIYA et participe de l’accélération de la mise en service du nouveau SIGIPES II. Après avoir assuré toutes les étapes relatives à la procédure de passation du Marché y afférent, ainsi qu’à sa réalisation en cours de finalisation par la SIMAC, le Minfopra sous la houlette de son Chef de département, Monsieur Joseph LE a, dans le cadre du comité interministériel y dédié, animé des séances de travail en vue de la mise à disposition complète des informations indispensables à l’entreprise adjudicataire ; entrepris des démarches auprès de la Camtel et du Cenadi en vue de l’hébergement et de la sécurisation des données du progiciel ; organisé des séances d’évaluation du niveau d’avancement des travaux ; etc. La formation des premiers utilisateurs engagée vient donc poser l’encrage sur les travaux de finitions du progiciel avant son entrée en production.
